About the Pennsylvania State Flag

The state flag of Pennsylvania bears one of the oldest designs of all the fifty state flags.  The state coat of arms depicted on the flag was prepared by Caleb Lownes of Philadelphia in 1778.  Liberties were taken with Lownes' design over the years, causing the state legislature to appoint a commission in 1874 to establish an official coat of arms for the Commonwealth.  The following year, the commission adopted, almost unchanged, the coat of arms originally created by Caleb Lownes ninety-six years earlier.

The coat of arms is centered the state flag's blue field; the shade of blue matches that of Old Glory, signifying Justice and Loyalty.  A gold shield is the central feature, upon which are displayed the emblems of the State Seal: a ship in full sail upon blue water, a plough, and sheaves of wheat.  An American eagle perches at the crest.  The shield is supported by two black horses.  An olive branch and a cornstalk are crossed below the shield.  Supporting all is a work of gold filigree, across which is draped a red streamer inscribed with the state motto "Virtue, Liberty and Independence."
