About the Louisiana State Flag
The Louisiana State Legislature officially adopted the present state flag in 1912. The design depicts the pelican (the Louisiana state bird) group from the state seal, in white and gold. Below the pelicans is a white ribbon bearing the state motto, "Union, Justice, and Confidence." These symbols lie on a field of royal blue.
The pelicans represented on the flag have long been a part of Louisiana history. Not only are the birds abundant in the state, but coincidentally, a French ship named the Pelican arrived in Louisiana in July, 1704, almost 150 years before Louisiana became a state. It is believed that Louisiana's Territorial Governor William C. C. Claiborne was the first to suggest a pelican for his state's seal. A mother pelican feeding her young was depicted on the seal as early as 1804. Louisiana's pelican population was devastated by pesticides and environmental changes during the 1960's. Fledgling pelicans were imported from Florida and settled in wildlife refuges on the Louisiana coast. With protection, Louisiana's pelican population recovered.
Some people believe that the pelicans represent the state of Louisiana: The mother pelican is emblematic of the government taking care of the people, represented by the young pelicans. Others believe that the seal has its origins in Christian legend. Because no official description of the state seal survives, the matter will have to be left to speculation.
