About the Illinois State Flag
When Illinoisan Chief Petty Officer Bruce McDaniel was serving in Vietnam, the Illinois flag was one of many state flags which hung on the walls of his mess hall; he found that the identity of the flag was often questioned, as the flags design made it unclear as to which state it represented. Officer McDaniel initiated the move to design a new state flag. A bill to amend the 1915 flag sponsored by Representative Jack Walker passed the Illinois General Assembly and was signed by Governor Richard B. Ogilvie on September 17, 1969. This legislation authorized a new flag to carry the name "Illinois."
The Illinois flag consists of a field of white surrounding the emblem portion of the state seal. The date on the seal refers to the date the first Illinois Constitution was signed in Kaskaskia. The Illinois state motto, "State Sovereignty - National Union" appears on the red streamer in the eagle's beak. The shield in the eagle's talons displays the thirteen stars and stripes, representing the thirteen original states. Below the seal the name Illinois appears in blue lettering.
