About the District of Columbia Flag

Without local or self-government in its early days, the District of Columbia was for a long time unconcerned with a flag of its own.  It was not until 1938 that it adopted the design of Arthur DuBois, the chief of the US Army Institute of Heraldry.  DuBois based his design upon the family coat-of-arms of George Washington.  The design has remained unchanged over the decades since its adoption.

The Washington family arms consisted of two red horizontal bars on a white field, with three red mullets (five-pointed spur rowels) at the top of the shield.    Technically, the mullets should have holes in the center where they spun on the spur.  With the holes deleted, the mullets look exactly like five-pointed stars.
